Bureaucratic reshuffle

ITANAGAR, May 18: Senior IAS officer and Secretary-cum-Commissioner, Tax and Excise Marnya Ete has been appointed as Secretary (Education & Library) as part of bureaucratic reshuffle effected by the state government on Saturday.

Senior IAS officer TT Gamdik, who is holding the post of Secretary (GA/DA) has been given additional charge of Secretary-cum- Commissioner (Tax & Excise). Secretary, WRD Er. Gaken Ete has been appointed as Secretary, Science, Technology and Information Technology. Er. Geyum Padu, who was holding the post of CE-cum Chairman, Inter- Disciplinary Disaster Management Committee will replace Er. Ete as Secretary, WRD.

 

Eviction drive conducted

CHANGLANG, May 18: Following the Govt order No. LM-122/2013/82, Dtd. Itanagar 21st April 2015, a team of Govt officers led by Nampang Wangjen, SDO-cum-Estate Officer, Changlang, Vijay Kumar, SP, Janes Mary Tayeng, CO-cum-Town Magistrate, G K Paul Choudhury, EAC Land Management, A Apang, DLRSO carried out eviction drive in the encroached area of officers' colony Changlang today. During the eviction drive an illegally constructed OBT dwelling house of one Ngamsang Ngemu of Changlang was demolished. Meanwhile, the District Administration has stated that none of the land encroachers will be spared and evicted soon. DIPRO

 

DGP inaugurates Officers Mess at PTC

ITANAGAR, May 18: The new Police Officers Mess at Police Training Centre (PTC), Banderdewa, was inaugurated by Director General of Police S. Nithianandam today fulfilling a long felt demand of Police fraternity at PTC. This Officers Mess will cater to accommodation needs of Police Officers coming to Itanagar and officers on transit from one district to other districts enroute Banderdewa, said the DG.

The Officers Mess was constructed from fund under sanctioned AOP 2014-15 with a total expenditure of Rs. 43,50,000 out of the total sanctioned amount of Rs. 50 Lakhs by APH&WCL, PHQ, Itanagar.

DGP S.Nithianandam, DGP advised all ranks of Police personnel to inculcate in themselves work culture, discipline and uphold the dignity of the Police department and live up to people's expectation.

While congratulating the engineers of APH&WCL, for timely completion of the building, he advised them to ensure completion of works in time by maintaining proper quality and transparency.

N.Payeng, IGP (Admn) also spoke on the occasion.

The inaugural function was attended by police officers of PHQ and other units within Capital complex, Papum Pare district and staff of the PTC and their family members.

 

Moyong inaugurates Musup

PASIGHAT, May 18: Pasighat MLA Kaling Moyong today inaugurated a Musup (community hall) here at the Airfield area, constructed by the "Siang People's Forum" (SPF) on self-help basis.

Later in a public meeting held in the newly constructed Musup, Moyong lauded the efforts of SPF saying that they have fulfilled long-felt dream of the people. To elicit better understanding of development issues from social, economic and political perspectives, SPF could envision large-scale social movements and take up broad issues in coming days. People working together have a great capacity to improve their own circumstances, as they have first-hand knowledge of the situation and needs to change things for the better. They should formulate strategy in mitigating basic needs of the people, he added.

Earlier, Municipal Chief Councilor Denong Tamuk stated that it was the responsibility of every citizen of the township to lift the town to the higher level of development. SPF has to play a leading role in defining the issues and developing the solutions in Airfield area. He advised them to be guided by the ethics and principles of sustainable community development.

At the same time, giving a clarion call to the councilors, the Chief Councilor said they need to re-dedicate themselves with more sincerity and hard work to make the municipal body more vibrant. Disclosing various upcoming development projects being taken up by PMC, Tamuk informed that a Town Development Plan (TDP) has been placed to the government for approval. With coming up link/sector roads, water supply projects, the living standard of the people would enhance and sustainable, Tamuk asserted.

Oyem Dai, President of Bogong Bango Kebang laid stress on flood protection and control of encroachment. He expressed concern over illegal fishing in the Siang River. Seeking cooperation from all sections of people Dai informed that administration has imposed blanket ban on such illegal practices (using generators and explosives etc) but efforts have not gained momentum due to indifferent attitude of the local people.

Forum writes to CEO

ITANAGAR, May 18: Claiming that the PMGSY road from Pakke to Bameng, Stage-II is still incomplete despite that its construction work was started way back in 2007, the Bameng Town Peoples' Forum (BTPF) demanded for timely completion of the project.

In its letter to the CEO of state PMGSY, seeking direction to the EE for its early completion, it said that the work done is way beyond the standard guidelines and technical specifications of the departments.

 

Verify licenses: APNRCA

ITANAGAR, May 18: The All Arunachal Pradesh Non-Registered Contractors' Association (APNRCA) has demanded for issuance of notice to all the HoDs to verify the license of contractors belonging to other states.

In its letter submitted to the Chief Secretary, it also called for early stoppage of tender amounting to less than Rs.10 crore.

 

ABEOF resolves to have one go absorption for BEO cadre

ITANAGAR, May 18: The Block Education Officers have resolved to have one go absorbing of all BEOs who opted for BEO cadre in the 32 sanctioned posts. This was decided in a meeting by the Arunachal Block Education Officer Forum (ABEOF) held at a city hotel here on May 16 last.

It was also decided that only required BEO posts should be created based on numbers of BEO who opted for BEO cadre.

 

Ward members develop Pasighat market

PASIGHAT, May 17: Realising the numerous problems being  faced by both vendors and customers at Pasighat Fish and Meat market, the members of Ward Committee of Pasighat Municipal Council (PMC) led by councillor Kangge Moyong, today developed the market voluntarily. They drained out the clogged rain water and filled the low lying portion of market complex.  

The fish and meat market is a regulated market set up under Arunachal Pradesh Agriculture Produce Marketing (Regulation) Act 1989 and being conducted under a marketing board.

It was shifted from Pasighat market to present location two years back. The local people alleged that the authority concerned is not giving attention towards development of the market.

It is alleged that a parallel black marketing of fish and meat in and around Pasighat town is causing loss of revenue of the marketing board.

 

Coordination meeting held

NAHARLAGUN, May 18: Capital Complex Deputy Commissioner Mige Kamki today exhorted the officers to prepare a draft Five Year Plan under 14th Finance Commission for the period 2015-2020.  

Explaining about the new system of funding pattern and implementation of schemes after replacement of earlier Planning Commission by NITI Aayog, the DC asked the head of departments to prepare plan report as per format prescribed by the Planning and Development department and submit the proposals at the earliest for onward submission to the state government.

Addressing a coordination meeting of heads of department, heads of offices, PR leaders and security officials within the Capital Complex in a brain storming session held in order to finalize the AOP 2015-16 and schemes under 14th Finance Commission including Vision 2030 in respect of Capital Complex, Kamki also emphasized on preparation of a comprehensive vision document 2030 giving top priority in sectoral vision.

The house also discussed the activities and schemes being taken up by departments.

Among others, law and order problem, city beautification, construction of roads, mini secretariat, health and education issues, drinking water facility, amusement park, traffic regulations and management, four lane highways of Capital Complex and redesigning of Ganga Lake (Gekar Sinyi) and for creation of parking areas for heavy vehicles carrying goods item at Banderdewa were the other points of discussion during the coordination meeting. ZPM has no NLCT link, says TCYA

ITANAGAR, May 18: The Taraso Circle Youth Association (TCYA) has appealed to the minister of state for home affairs, Kiren Rijiju to rectify the report wherein the ZPM Taraso and two of the local residents are said to have link with underground outfit National Liberation Council of Taniland (NLCT) claiming that it is fabricated and false.

Saying that the report has created pain and anger among the residents of Taraso area, it maintained that the report has raised question mark on the working of the intelligence agencies as Arunachal has no home grown insurgency groups.

Such unnecessary and baseless allegation to the elected leader of the area would result in hampering of the various developmental activities making public of the area the ultimate sufferer, it said.

 

AAPSU to launch refugee issue again

ITANAGAR, May 18: All Arunachal Pradesh Students Union (AAPSU) in a press statement today stated that it would soon rigorously launch refugee issue particularly against Tibetans in the state.

The refugee issue, particularly Chakma and Hajong has been a core and vexed issue for the apex students' organisation since its inception. AAPSU informed that this time it would focus on Tibetan refugee issue who have been settling in Arunachal for many decades. AAPSU engaged Likha Takar Chairman and Arjun Dodum and Tabia Riang as members to spearhead the movement.

 

AAPWU for releasing wages

ITANAGAR, May 18: Lower Dibang district unit of AAPWU has given the PWD Executive Engineer, Dibang Valley 10 days to pay/release 12 month's outstanding wages of 16 casual workers engaged on Master Roll by the department.

The casual workers, who have been entrusted with various duties like supervising and maintenance works, computer operator, cooking etc from April, 2014 to March, 2015, were discharged from duties without paying their hard-earned wages, the district AAPWU alleged in its letter to the EE (PWD), Anini.

Claiming that the department received huge funds under AOP for repairing/maintenance works during 2013-14 and 2014-15, AAPWU said non-payment of wages due to paucity of fund as claimed by the department was not true.

Terming the non-payment of wages as breach of directives of the Constitution, AAPWU threatened mass dharna in front of the PWD, Anini office besides filing FIR at Anini Police station agains the EE.

 

ASUS calls for termination of SI

ITANAGAR, May 18: Alleging that a student was brutally assaulted by a team of IRBN jawans headed by a SI of Naharlagun police station on May 12 last, the Arunachal Students' Union Shillong (ASUS) has called for immediate termination of the SI involved. The association claimed that the victim, who is now fighting for his life at a city hospital, was beaten for not carrying documents of his car.

It also demanded for punishment of all the IRBN jawans involved in the incident.

 

No compromise on quality: Kaso

ZIRO, May 18: Parliamentary Secretary for Urban Development Techi Kaso visited Ziro today took stock of the ongoing projects in the Ziro-Hapoli Township.

He visited the construction site of outdoor stadium and the parking area. Interacting with engineers, Kaso strictly warned that he wouldn't tolerate any compromise on the quality of work.

He also reminded the officials to submit the UCs on time to avoid any delay in releasing fund. He specifically instructed the DC and LRSO to complete the land acquisition process before submitting any new schemes.

Further, he felt that need based schemes only should be submitted on priority.

DC for selection of schemes that will benefit public

AALO, May 18:  West Siang Deputy Commissioner Pige Ligu suggested all the administrative officers, HoDs and BDOs of the district to work out schemes involving the concerned MLAs that will largely benefit people.

The exercise is strenuous and requires thorough planning and any casual approach will badly hamper development in future, he said while chairing the District Planning Committee Meeting here today.

The DC said that the long drawn exercise of preparing Annual Action Plan 2015-16, Perspective Five Year Plan 2015-20 and 15 years Vision Document from 2015-30 is based on the recommendation of the 14th Finance Commission due to formation of NITI Aayog and it has become mandatory for all departments to draw a long and broader planning process in the district.

We should be able to incorporate innovative ideas and nothing should be left out to create unwanted gaps in future, he said.

Initiating the discussion, J. Diyum, District Planning Officer gave detailed deliberations on modalities to prepare the annual budget, prospective five year plan and 15 Year Vision Document as envisaged in the guidelines which have been circulated to all department of the district. He insisted on preparing the perspective plan at their level and submit it to planning office at the earliest for sending the consolidated report to the state government.

The HoDs also shared their views and gave presentation on works that are being taken up at their level. DIPRO

 

Land allotment issue closed: ATYO

ITANAGAR, May 18: All Tagin Youth Association (ATYO), in a release informed that the movement against illegal land allotment within the compound of DC's bungalow and land allotment process at Daily Market, Daprojo to some private parties has ended successfully.

ATYO claimed that all the land allotees have voluntarily surrendered their allotted land in written along with their original copies of the land allotment order and other relevant documents to the Upper Subansiri Deputy Commissioner. Further, the file processed for land allotment against daily market, Daporijo has also been returned to the Deputy Commissioner by the Director, Land Management, GoAP, ATYO informed. ATYO declared the land allotment issue closed after it achieved its objective.

 

OST cell in Seppa Dist Hospital inaugurated

SEPPA, May 18: Opioid Substitution Therapy (OST) cell of the District Hospital Seppa was formally inaugurated by ADC Pooja Jain today.

The District Hospital Seppa is the third hospital to have such cell in the state after Pasighat and Naharlagun.

OST or Oral Substitution Therapy is launched by the Ministry of Health and Family Welfare, Government of India under the administrative guidance of National AIDS Control Organisation (NACO) in 2000. In tandem with and supplementary to the other drug-addiction related rehabilitation and prevention schemes, this programme is launched with the main objective of preventing the drug addicts from falling prey to the HIV infection.

The basic mechanism advocated by this therapy is that the addicted person's mode of consuming psychothropic drugs will be altered from injection to oral mode by inducing medically prescribed de-addictive substances, especially Buprenorphine, to the subject orally, which would not only make the addict to shun the habit but also prevent him from getting infection through unsafe IDU.

The ADC appealed to the health department to avail full opportunity of the facility and ensure that it remains fully functional. She requested the DMO to conduct awareness programmes and convene a meeting with Don Bosco Youth Federation of Seppa to work out a comprehensive plan for the success of the programme.

APCA meet stresses on re-vitalizing Catholic educational institutions

ITANAGAR, May 18: The All India Catholic Union (AICU) meeting held in Shillong discussed at length on re-vitalizing the Catholic educational institutions, making them more relevant to the changing times and issues pertaining to education and youth.

The role of Catholic Churches in promoting peace in North East India found a unique place in the discussions held. A ten-member APCA team led by Taw Tebin and Nabam Pekhi, President and Secretary General respectively, represented Arunachal in the meeting and made a token contribution for the Nepal Earthquake victims for whom AICU has mobilized resources and materials.

APCA team also attended "Seng Rangbah" annual meet at Cherapunjee, Mawsmai, one of the oldest Catholic villages of the area and a good will donation was made to "Seng Rangbha" Mawsmai village by Tok Buttum, AICU National Secretary for North East.

In the news articles published on May 12 and May 13 editions under the heading "BJP corners Tuki government, declares 12 hours Capital bandh" and "Political leaders top corruption list in RGU report" respectively, the president of the BJP Arunachal Unit was credited with inviting the Congress MLAs to join the hands with BJP to form a clean and corrupt free government, whereas, Tai Tagak had invited the Congressmen and women to join the BJP in its fight against corruption. It was the Leader of the Opposition and BJP MLA Tamiyo Tagak who extended the invitation to the Congress leaders to join the BJP. This daily regrets the inadvertent error.

AACWA to launch mass civil disobedience movement, reiterates demands

ITANAGAR, May 18: After failing to draw the state government's attention with its first agitation (24 hours hunger strike on May 2nd and 3rd at Tennis Court IG Park) here demanding early payment of pending bills to contractors, All Arunachal Contractor Welfare Association (AACWA) today threatened to lunch, "mass civil disobedience movement" coupled with series of Capital and state wide bandh calls including Jail Bharo Andolan against Tuki led state government if their demands are not fulfilled.   

AACWA spearheading the movement under the aegis of Joint Action Committee (JAC), a conglomeration of organisations and civil societies including Arunachal Civil Society (ACS), All Arunachal Pradesh Unemployed Union (AYO) and Arunachal Pradesh Youth Organisation (AYO) as its members  which came into force after a one day state level consultative meeting on May 16.

Addressing at Press Club today, AACWA President cum Chairman JAC, Takam Padu informed that JAC would launch series of agitations against the government for its alleged failure to make payments to contractors. "When the state has collapsed in terms of finance, the entire system has collapsed", said Padu while demanding the Governor of Arunachal Pradesh to recommend for financial emergency. Cautioning that financial crisis may drive the state into chaos, JAC Chairman said that everything (such as law and order, peace and security) is connected with finance.

Padu further informed that JAC is waiting for the new Governor to be sworn in so that it can address the issue for early redressal, however, it threatened to call 24 Capital bandh if the new Governor too failed like his predecessor. During the agitation if any of JAC members are arrested, we will launch Jail Bharo Andolan, he added.

Stating that 400 crore released for HTS bills was paid to selective contractors, JAC further claimed that the current financial crisis was also caused by the mismanagement of the state government.

JAC reiterated its charter of demands including an imposition of financial emergency in Arunachal, Recommendation of President Rule, and Resignation of Chief Minister Nabam Tuki on moral ground, early payment of bills to the contractors and thorough investigation of financial mismanagements by CBI.

Claiming that Tuki led government has mismanaged near about Rs. 300 crore funded under National Disaster Relief Fund and State Disaster Relief Fund in the year 2011-2015, AYO President Biri Joy stated that the government had only utilized Rs. 220.21 crore from Rs. 519.53 crore.  "Where has the remaining amount (Rs.300 crore) gone", Joy further questioned demanding CBI to investigate into the entire issue.

JAC also strongly opposed the imposition of Arunachal Pradesh Unlawful Activity (Prevention) Act, demanding total repeal of the Act. JAC Vice Chairman Tame Tarh Atung in his address termed the law as an unconstitutional and unlawful act, claiming that the draconian law is enacted to strangle the agitators who oppose the authority and is being evidently misused by the people in power.  "This Act can be misused by anybody at the helms of affairs", he said.

Condemning the state government for total breakdown of financial position, JAC Member Secretary cum Chairman Arunachal Civil Society (ACS) Patey Tayum said, "the whole mess should be thoroughly investigated by CBI so that guilty be punished". Tayum also condemned the state BJP saying that instead of seeking funds from the centre to bail out Arunachal Pradesh from the financial crisis, the state BJP is playing hide and seek game.  He also condemned Prime Minister Narendra Modi for allegedly failing to address the Stapled Visa issue during his China visit.

 

 

Govt. releases salary of DRDA employees

ITANAGAR, May 18: The State Government has released three month's salary of the DRDA employees.

Chief Minister Nabam Tuki has approved the release of Rs. 718.86 lakhs for the last three months salary from January to March, 2015 after a meeting with the Chief Secretary, Commissioner and Director of Rural Development Department at the former's office chamber here today.  The undue delay in the payment of salaries of the DRDA employees was due to late and non-submission of full utilization certificates by few DRDAs to the central government and carrying forward the previous year's backlogs to the current year that forced central government to release the fund only in the fag end of the financial year (March), 2015, stated the Chief Minister.

The Chief Minister also informed that State Government has extended 6th CPC benefit to the employees of the DRDAs shouldering more financial burden.

With regards to absorption of DRDA employees in the line departments, the Chief Minister said that, "As per DRDA guidelines the employees are to be drawn on deputation or on contractual basis, but the contractual appointees have been regularized". The Chief Minister, however, said that it will take some more time to streamline the issue with line departments.

The DRDA employees had recently observed 15 days pen and tool down strike in protest against non-fulfillment of its various demands. They also threatened to knock the High Court's door if government continues to show its adamant attitude.

 

 

IPR dept presents blueprint for effective publicity model

ITANAGAR, May 18: The Department of Information and Public Relations under its new Secretary Sonam Chombey has drawn up a holistic publicity model with a view to disseminate effective information to people of all sections by emphasizing on sensitization of masses on major initiatives of the government and also promotion of  the sense of oneness among them.

In a power point presentation to the Chief Minister Nabam Tuki in presence of Chief secretary Ramesh Negi  and officers of the department, the Secretary, displayed a proposal  that highlighted on disseminating proper and effective information especially to the grass-root level . Planned into four different components of publicity -- national, state, capital and district level-- the plan aims at enhancing outreach programme in a most effective way by employing different field publicity tools including audio visual and exhibition vans besides organizing various events at different levels.

Chombey also stressed on promoting the spirit of unity among the people of the state for sustained peace and progress.  

A theme under 'Hamara  Arunachal Yatra' conceptualized for the proposed campaign with a goal of promoting oneness is planned for the publicity campaign.

The Chief Minister advised the department to plan it detail and submit it for consideration. He lauded the contribution and role of media but at the same time disapproved of misuse of particularly social media by certain individuals to malign innocent people. DIPR

 

 

DC calls for effective mechanism to deal with disaster in West Kameng

BOMDILA, May 18:  West Kameng district Deputy Commissioner A K Singh has called for effective mechanism to deal with disaster in an organized away.

Presiding over the review meeting on disaster management held at his conference hall here today, A K Singh said that with the onset of monsoon disaster preparedness is very important  in Arunachal Pradesh, particularly West Kameng which lies in the critical Zone V.

Citing Nepal, he stated that preparedness is all the more important. "We should be capable enough to handle the situation initially at our level," he emphatically said and urged the agencies to put all their efforts to handle the disasters in the most effective way.

Further the DC requested all the administrative officers to identify those areas if any which are not included in the identified temporary shelter/relief camps during disasters. He also asked the DF&CSO to write a letter to the Director, Food  & Civil Supplies with a request to provide buffer stock and stressed on involvement of Para-military forces like SSB and ITBP  in disaster management.

The meeting reviewed about curtailment of APL quotas as a response to preparedness towards disaster managements, updation of contact  numbers of all the nodal officers, village level disaster management team and role of PRI members and GBs, details of District Emergency Operation Centre  and police control room.

One of the major components discussed in the meeting was Incident Response System Team (IRST) created as per Govt. notification. The meeting also stressed on awareness creation among the public and imparting training through mock drill. Further all the line departments were asked to prepare departmental disaster management plan.

DDMO, Tongchen delved in detail about District Disaster Management and Response Plan and its power and functions, while SP stressed on the need to identify emergency frequency as an effective measure to mitigate disasters.

Tangyom Tsokpa celebrates 3rd annual day

TAWANG, May 18 : The Tangyom Tsokpa Tawang celebrated its 3rd annual day at the historical Urgyenlling Gonpa here yesterday. The programme started with Namgel-Tse-Tsok puja, a prayer for the peace and prosperity of all sentient  beings across the world by the monks of Tawang monastery at Urgyenlling Gonpa, the birth place of  the 6th Dalai Lama.

Attending the celebrations Dr. Rikya Lhawoe Rinpoche emphasized the importance of imbibing values, right attitude, honesty and practice of consistent humanitarian efforts towards everyone as the key purpose of life.

Nawang Norbu, president, Tangyom Tsokpa highlighted the achievements of the society during the past 3 years. "It's a day to celebrate animals and what they mean for us. It is important to remember what animals do for the environment", he said.

Former minister Karma Wangchu, Kitpi ZPM Sherap, Lumla ZPM Lobsang Younten also spoke on the topic 'live and let live'  and other topics on the occasion.

Finally, the celebrations concluded on a positive note after a threadbare discussion on the future course of activities of the society.

The Tangyom Tsokpa has banned the killing of all birds, domestic and wild animals in the district since its establishment in 2011 while putting prohibition on the entry of dressed meat into the district from outside the district and the state. (Tawang Vigilance)

 

 

PCCF kick-starts Van Mahotsav at Rupa

ITANAGAR, May 16: PCCF and head of the Forest Force, Dr. Shashi Kumar, today flagged off the Van Mahotsav celebration at Rupa today. The celebration began by planting Acer trees around Chilipam monastery.

Speaking on the occasion at a function held at the Chilipam Monastery, the PCCF urged everyone to participate in tree plantation  and other eco-friendly activities which will lead to sustainable development of the region.

The theme for this year's Van Mahotsav at Rupa is - "each one plant one protect one" wherein every member of a family will plant a tree and take care of it till it is completely grows. The idea is to increase green cover around the district for the betterment of floral biodiversity by increasing trees outside forests.

This year, the Van Mahotsav will be undertaken by Shergaon Forest Division in collaboration with the Thukten Village Council (TVC) of Rupa, Garung Thuk of Shergaon who will lead a massive plantation drive around all the available spaces in villages, community land, town, religious places and government structures.

Van Mahotsav was started by K.M Munshi, the first agriculture minister of India in the year 1952 and is celebrated every year during July-August. Keeping in view the Phyto-Geo-Climatic condition of the region and the advance monsoon at Rupa this year, it was decided to start Van Mahotsav from 18th May.

ANSU demands action against erring police

ITANAGAR, May 18: All Nyishi Students' Union (ANSU) has demanded disciplinary action against the erring police officers of Naharlagun Police Station and those IRBn jawans, who mercilessly beat a student, which inflicting grievous body injuries at Naharlagun on May 12 last.

The CCTV footage collected from a hotel suggested that a team of IRBn jawans headed by the police officer reportedly in the rank of SI had assaulted the student till he fell unconscious, claimed ANSU in a release.

All his fault was he did not make challan payment for registration of his two-month old new car (Scorpio), said ANSU quoting the victim - the owner of the car - as saying.

The students union demanded the authority concerned to look in the matter seriously and punish the erring police officer along with the IRBn Jawans involved in the incident.

The victim, namely Tana Tamar Tara of Doimukh is currently fighting for his life at Niba Hospital , the release informed.

 

 

One arrested with fake notes

KOLORIANG, May 18: Kurung Kumey Police arrested one Gichik Tali alias Gichik Nil, aged 35 years for circulating fake notes and seized fake currency worth Rs. 1,30,500 of 500 denomination from his possession.

Acting on a tip off, a team of Koloriang police under close supervision of Inspector M.Taipodia, Circle Inspector and SI K.L Pertin, OC, apprehended the accused with the fake notes while he was going from Koloriang to Sangram yesterday around 11.30 pm.

The accused has been remanded to judicial custody for 7 days after registering case at Sangram PS under section 489A/489B/489C/34 IPC.

Meanwhile, the District Police has appealed to general public not to fall prey to the racketeers and cautioned that there might be circulation of fake currency notes within the district. DIPRO

 

 

Minister convenes meeting following lodging of FIR

ITANAGAR, May 18: Consequent upon a news item about All Ato Paktu Ao Welfare Society (AAPAWS) and Paktu Ao Youth Welfare Association (PAYWA) lodging FIR against poor quality of road construction in Aalo township, PWD minister Gojen Gadi called for an emergency meeting in his residence yesterday.

In the meeting which was attended by CE PWD central zone-B, T Gongo, SE PWD Aalo Circle Tapi Darang and EE PWD Aalo division, the minister asked not to compromise with the quality of work and to execute work strictly as per specification.

He also directed to take rectification measures if any defective work was observed on the executed portion.

While maintaining that the present layer that has been worked upon is just the DLC portion and not the final layer, the minister appealed the people of the Aalo township not to panic.

He further requested the APAWS members to seek clarification from the site engineers for any query related to the quality and scope of work.

 

 

APCC slams both BJP and AAP, claims NE people targeted

ITANAGAR, May 18: Referring to the ongoing fiasco over appointment of Shakuntala Gamlin, who hails from North East, as acting chief secretary of Delhi Government, Arunachal Pradesh Congress Committee (APCC) today criticized both the BJP and AAP saying that NE people have been targeted for political gains in many fronts.

Describing the case of Shakuntala Gamlin as nothing but a political ploy, APCC president Padi Richo said "It is a glaring truth that both BJP and AAP are anti-NE parties and are the two sides of the same coin".  

"We should not forget that during last assembly election in Delhi; BJP in its election manifesto said that North East people are immigrants and now the ruling party AAP in Delhi cannot tolerate a NE woman as acting Chief Secretary of the Kejriwal led Govt," the APCC said.

 

 

 

CBSE tightens norms for changing name, date of birth

NEW DELHI, May 18: Making the changing of names or date of birth more stringent, CBSE has issued a circular saying these could be done provided court orders are produced and the changes are notified in the government gazette before publication of results.

So far, changes in name/surname or date of birth could be done by affidavit followed by advertisement in newspapers.

However, the latest decision has been taken after careful consideration of hundreds of applications and "genuineness" of the requests, officials in the HRD Ministry said.

The Central Board of Secondary Education had in February this year issued the circular which also said no correction in date of birth shall be made after one year of the date of issue of the qualifying certificates.

Further, all applications for correction in date of birth will have to be submitted to the CBSE chairman.

"Applications regarding change in names or surnames may be granted provided the change has been admitted by the court of law and notified in the government gazette before the publications of the results of the candidates," the circular said.

While the decision has raised the worries of hundreds of students and parents with such requests, officials maintained that the move was aimed at dissuading those who sought to take advantage of CBSE rules.

Changing date of birth helped students get more chances in competitive examinations. And such requests come four to five years after board exams. Hence a conscious decision has been taken to not correct date of birth after one year of the date of issue of the qualifying certificates, they reasoned.

Since the order in February, about 400 requests are pending with CBSE.

The circular said that "as a matter of due diligence and administrative propriety, all such decisions on the file since October 1, 2014 should be suspended on 'as is where is' basis and reviewed".

Divided opinion

The decision of state government to take firm action against so called misuse of social networking sites by some individuals and groups has divided the public opinion. While some sections of citizens are welcoming the move, others are bitterly opposing it. Those opposing the decision of govt. see it as some  kind of conspiracy to indirectly gag the free opinion. On their part government justified the move by stating that they had to intervene as social networking sites are being misused to target individuals and groups with potential to trigger communal hatred and disharmony in the state.

While government may have a point but the monitoring of social networking sites tantamount to intrusion of privacy. Today social networking sites especially Facebook has become very popular in the state. In absence of active television media, social media has become the most important source of instant news. Many citizens log into Facebook not only to interact with friends but also to get updated about latest happening. But there is no denying that few sections of people are misusing it to tarnish the image of innocent people. Report of uploading of morphed nude picture of young Arunachalee girls and leveling of baseless allegation against individuals without proof using fake IDs have been reported from various parts of state. Such incident definitely traumatizes the victim and their families. The state government should make sure that in the guise of fighting against misuse of social media, they should not harass those who oppose their wrong policy. Such act will be direct infringement of the right to opinion given to the citizen of India by constitution.

Revamping the Planning dept

Dear Editor,

The present Planning department is suggesting for renaming it as department of Policy and Development/ITA(Institution for transforming Arunachal) on the line of NITI. As per the back ground note uploaded in planning department website, VISION 2030, Sl.No.5.4 (VI), a dedicated project evaluation wing headed by a Chief Engineer must be posted in the Policy and Development Department (Planning Department).

There should be two Chief Engineers both civil and electrical/mechanical assisted by SE’s, EE’s, AE’s and JE’s(both wing) as nature of work is of different types and subject requires expertise.

Now a days, there is no use of planning unit in Division, Circle and Zonal offices as estimates prepared by site engineers (Junior Engineers) are signed without scrutiny in every level and get sanction/approval from finance ministry. Nobody bothers whether detailed project report (DPR) is realistic or overestimated. Most of DPR are overestimated in order to accommodate commission and omission.

The suggestion put forward by Planning Department is good one if implemented by posting enough strength under its control. Before sanctioning of project, DPR shall be thoroughly scrutinized and then AA/ES shall be accorded by Finance department after vetting from Engineering Wing. Also monitoring shall be done by same unit by directing implementing agency to submit Quarterly Progress Report(QPR).

On the basis of performance, fund in subsequent year will be allocated to that particular Division, Circle & Zonal office so that they can compete in achieving their set target.

There is no need of creating new post as existing post are sufficient to carry out the task. Only requirement is to shift the post with existing staff into the Planning Deptt separately from rank of Chief Engineers to Junior Engineers headed by Secretary(Planning). Numbers of CE’s, SE’s, EE’s, AE’s & JE’s are sitting idle; they should be put in place. Why should we waste our resources without using their services? No repatriation of cadre should be allowed once he/she joined in Engineering Wing of Planning Dept. Their Annual Performance Appraisal Reports shall be written by their boss itself. This way we can bring financial discipline in working system.

A begging state and international affairs

Dear Editor,

During the recent visit to China, PM Modi completely neglected the stapled visa issue and border issue. Arunachal is totally dependent on GoI for her survival. If GoI stops funds, people of AP will begin to starve and suffer. Even after having such provision from GoI, we hardly use the funds to improve the condition of Arunachalees, so that we can contribute to the development of India. Our elected leaders and bureaucrats through their greed and corruption have totally halted the human resource development of AP. The CAG report speaks about this in clear and crisp terms. The political experts advising the PM’s office would have hardly anything substantial to advice about AP to PM Modi, apart from hydro project which the GoI knows how the MLAs and bureaucrats cheated the local people. I am afraid, political advisers of PM might have advised that AP is a begging state, it has only two MPs and it is not contributing anything to India, so there is no need to take up any issue of AP which might hurt the feelings of China who can contribute much to boost Indian economy on so many fronts worth billions. Actions speak louder than words. Any PM who would visit Arunachal Pradesh would definitely speak great and good things about AP and her people. But, their actions would speak that AP is a begging and parasitic state and its issues should be at the lowest priority level. We are responsible for the PM to act like this towards us. Our state is much larger than Korea, Japan, Israel and many European countries. If GoAP would have developed our education, hospitals, infrastructure and economy like Korea, Japan, Israel and many European countries, then no PM of India would take such a negligent attitude towards AP. We might howl and go for hunger strike, no PM will address our issue seriously at international level in future unless we establish our state to be economically worthy. So, let us not blame PM Modi and any PM of India for not taking up stapled visa and border issue of AP. But, instead let us try to develop our state so that any PM of India would be naturally interested and serious about our issues at international level, otherwise our state will remain as a complaining beggar state forever.

Are we equipped?

Dear Editor,

Through your esteemed daily, I would like to put some light on a news article published in your daily regarding newly birth defect detection programe. It sounds so promising for the welfare of state to hear about such a noble programe in state.  All section of society must welcome such steps brought forward by our health department. But I would like to ask the health authority whether our health setup, specifically Arunachal State hospital even is capable of any child birth defect not only clinically and radiological but also by gene and metabolic defects, and other specialized defects to detect congenital anomalies and whether our hospital labs or even private ones in state are capable of screening.

If not then how are they planning to make this so called new born defect detection programe successful? Please think holistically not just for the sake of programme. Please make it beneficial in real sense.

Where are we headed?

Dear Editor,

The encircling latest news of RWD engineer beaten at gun point by some anti social element over tender issue in West Kameng and self-styled,

Anti Drugs Association’s president caught red handed with drugs and weapons have traumatized the whole Arunachal.

Where are we heading towards? What has become of our society? I thought our state was one among the most peace loving land. Are we going to be ruled by those who believe in physical superiority rather than mental capacity? Are we closer to the edge of Hobbesians might is right?

I condemn such cowardice act at my strongest term. Our society has no place for such criminals who are trying to create social disequilibrium.  Culminating the rate of increase of some self –interest, self-styled unions and association (not all) it would not be wrong to impose APSFA in our state to stabilize the peace and tranquility in mother Arunachal and the senior citizens should also leave an impression that dignity and money can be earned by sheer hard work, determination and honesty.

Lastly, my fervent appeal to our youths who are the real hero of tomorrow, don’t be lured by the fancy car and cash of those who earn it by gun point.

We can’t be so corrupt

Dear Editor,

I would like to greatly appreciate Dr. Nabam Nakha Hina HoD, Political Science department, Rajiv Gandhi University and Jobe Riba, Ph.D scholar RGU for their valuable and very important and pertinent research work regarding corruption in Arunachal society. But your paper did not highlight complete story about the how survey was conducted and method of the research. It would be wrong for me to doubt the authenticity of the paper but I would like to further know the method and its authenticity. Going through the article in the paper, it seems to be a study on psychology of the youth on corruption only and not on the actual corruption of the state. Result of 90% and more is doubted. Our state and its people cannot be so much corrupted.
